Investigates
violations of fiscal responsibility act
The House of Representatives on Thursday constituted an
ad-hoc committee to investigate the non-implementation of capital projects as
contained in the 2015 Appropriation Act, and the performance of the Federal
Ministry of Finance in executing its mandate as contained in the act.
The committee which would work during recess and submit its
findings when the House resumes, is chaired by Hon. Ahmed Pategi (Kwara APC),
and has some of its members as Hon. Abdulsamad Dasuki (Sokoto APC) and Hon.
Ossai Nicholas Ossai (Delta PDP).
The House also expressed worry at the over 11,000 reported
abandoned projects across the country which the rising exchange rate of the
Naira has exposed to higher eventual expenditure.
Sponsoring the motion under matter of urgent public
importance, Hon. Patrick Asadu (Enugu APC) said the failure of the government
to release funds for capital projects despite the N557 billion allocated for
capital expenditure, while spending almost N4 trillion on the huge recurrent
expenditure, makes the 2015 budget a wasteful and inefficient one.
He added that the non release of the funds deprives the
country of highly needed basic facilities and subjects its citizens to
infrastructural and economic hardship, stunting the nation's economic growth.
Asadu accused the Federal Government of abandoning the
implementation of the 2015 capital projects, almost mid way into the third
quarter of the financial year.
"...that the constituency projects that are meant to
ensure even and equitable development of all sections of the country, and which
total estimates amounts to less that 0.1% of the total 2015 annual budget is
also not being implemented," the lawmaker added.
